In October 1947, a group of civic-minded individuals of various occupations pooled together their resources for a very laudable endeavor by establishing an educational institution named Parent- Teacher College (PTC). The aim, as defined in its Articles of Incorporation and By-Laws, is to give elementary, secondary, college, and vocational education a non-political and non-sectarian characteristic. The institution formally opened in June 1948.
To attain the aims of the founders, the school initially offered elementary and secondary (day and night) classes; and courses in Education, Liberal Arts, and Commerce in the tertiary level. The first classes met in a two-storey building at the corner of Apolinar Velez and Claro Recto Streets. Seven years later, all academic activities were transferred to Asok Building at the corner of Tiano Brothers and Gomez Streets, Cagayan de Oro City.
In 1955, a bigger lot situated at Carmen, Cagayan de Oro was acquired by the school. A two-storey building was constructed to house the classrooms, the administrative offices and laboratory rooms, and was occupied later in that same year.
Cagayan de Oro College became part of Phinma Education Network on June 29, 2005, thus started the dawning of the new Cagayan de Oro College. At present, COC-PHINMA offers elementary, high school, college and graduate programs. College courses are nursing, criminology, commerce, and accounting, education, hotel and restaurant management, and engineering and architecture.

COC-PHINMA (formerly Cagayan de Oro College) is a private, non-sectarian institution of basic and higher learning founded by a group of civic-minded professionals in 1947.
